Vietnam, 6 major policy changes to take effect from March

Starting in March 2025, six major policies will be implemented in Vietnam, which are expected to have a wide range of impacts on people’s lives, including boosting tourism, reorganizing government agencies, changing rice export regulations, strengthening mineral management, and strengthening tax management.

  • Visa waiver extension: 45-day visa waiver for nationals of Poland, Czech Republic and Switzerland (1 March 2025 - 31 December 2025)
  • Government agency reorganization: adjustment of functions, duties, powers and organizational structure of ministries, ministerial agencies and government agencies (effective March 1, 2025)
  • Reorganization of local institutions: Regulations on the organization of specialized institutions under the people's committees of provinces and districts (effective from March 1, 2025)
  • Strengthening rice export regulations: Allowing consignment transactions between holders of rice export business qualification certificates, mandating weekly reporting of inventory levels (effective March 1, 2025)
  • Strengthening mineral management: specify mining hours in river sand and gravel mining permits, ban night mining (effective March 1, 2025)
  • Strengthening tax management: Strengthening tax management regulations for related party transactions, clarifying criteria for affiliate relationships (effective March 27, 2025)

  • Visa Waiver : Visa waiver for citizens of three European countries under the tourism revitalization program, expected to boost the tourism industry.
  • Government agency reorganization : 22 ministries will be reorganized, and major ministries, including the Ministry of Foreign Affairs and the Ministry of Finance, will be reorganized, with increased efficiency expected.
  • Reorganization of local institutions : unification of specialized institutions under local people's committees, organization of some regional departments, and strengthening of administrative efficiency.
  • Strengthening rice export regulations : Enhancing transparency in rice export markets, strengthening inventory management, and strengthening the responsibility of rice export companies.
  • Strengthening mineral management : limiting mining time for river sand and gravel, strengthening environmental protection and resource management.
  • Strengthening tax management : Enhancing transparency of capital transactions between companies, clarifying affiliate relationships, and increasing tax management efficiency.
